Logo, colour, packaging, accessories and basic configuration changes are OEM. Deeper product engineering moves into ODM.
Before we build, we evaluate
A drawing does not go straight to a mould, and a concept does not go straight to a sample. The first step is understanding the project.
ODM is not send drawing → make sample. It is understand → evaluate → define → engineer.

The output is not a quote — it is an engineering direction and a development scope, which is what the next stage is built on.
Start with what you already have
You do not need to have everything ready. The more complete the material, the more accurately the engineering team can read the project — but an incomplete package is not a reason to wait.

The gates exist to remove the usual ODM failure pattern: development starting before requirements are settled, requirements moving during development, an unclear sample standard, and a production batch that drifts from what was approved.
